Millions in Russia Told to Spend Less Time Outdoors

An adverse meteorological conditions (AMC) alert, also known as the “black sky” alert, has been declared in the Russian city of Achinsk, some 400 miles north of the border with Mongolia, state media reported.

According to The Weather Channel, black sky alerts are issued when air pollution fills the sky in winter and a lack of air to disperse the pollutants may sometimes result in a black sky.

The outlet added that research suggesting pollution in some regions where such warnings are issued is linked to increased rates of cancer and birth defects.

According to TASS, businesses are directed to cut down on air pollution, while city residents are encouraged to minimize outdoor activities and reduce personal vehicle usage while the alert is in effect.

The outlet said that the day prior, an AMC alert was implemented in Krasnoyarsk that will stay in effect until 3 p.m. ET on February 4.

Certain districts of Krasnoyarsk recorded levels exceeding the maximum permissible concentrations (MPC) of nitrogen dioxide and suspended particles (dust), TASS said, citing First Deputy Minister of Ecology of the Krasnoyarsk Territory Yulia Gumenyuk.

Black sky alerts are issued each year in Krasnoyarsk, which is about 90 miles east of Achinsk, according to a report from Radio Free Europe, which also said the city is considered to have some of the most polluted air in the world.

Roughly 100,000 people live in Achinsk, while about 1.2 million are estimated to live in Krasnoyarsk.

A post on the official Telegram channel of the Office of Rospotrebnadzor for Krasnoyarsk Krai: “In the city of Achinsk, from 5:00 p.m. today until 7:00 p.m. on February 4, the Central Siberian UGMS is introducing an adverse meteorological conditions regime.”

Rospotrebnadzor describes itself as “the Federal agency that works to provide oversight and control of wellbeing and consumer rights and protection of the citizens.”

Sergey Mikhailyuta, head of projects at Krasnoyarsk’s Association of Environmental Investigations, told The Insider: “Every year we experience no less than 60 days of ‘unfavorable meteorological conditions.'”

What Happens Next

The alert for Achinsk is in effect until 7 p.m. local time on Tuesday, while the Krasnoyarsk alert would be in effect until 3 p.m.
